 Childhood and early life

Perez was born in Brooklyn's Bushwick on September 6, 1964. She was the daughter of Lydia Perez, a merchant maritime seaman and Ismael Serano. [3][4][5Perez was the daughter of Ismael Serrano, a merchant Lydia Fontanez, y Reyes was her mother. She was born October 13, 1939 in Humacao. Her father was originally from Aguadilla (Puerto Rico). Her mother was married to a man twenty years older than her, Arturo Perez. Her mother had already had five children before she gave birth to Rosie after having an affair with Serrano. Perez was born in the now-closed Greenpoint Hospital located in Brooklyn's Greenpoint neighborhood.

Perez is one tenth of her ten children. Rosie as well as her siblings were raised in Bushwick as their mother was detained for indefinitely long periods. Her mother was in jail when she gave birth to her second child. She was fostered by an aunt and then, like her siblings, passed through group homes and foster care. It was not uncommon for her to be separated from her siblings. She was moved to an affluent foster family. She lived in foster homes in New York and Peekskill up until age eight. From the age of twelve the girl was considered legal as a ward in New York. Her mother and aunt often visited her, as did her father failed to obtain custody at one time.
